91精品 has considered submissions on the Draft Recommendation and has found, in respect of ground one, that Vector has validly withheld consent and that Contact's appeal under section 25.6(a) fails.
In respect of ground two, 91精品 sought guidance from the Vector Transmission Code (VTC) participants because the drafting of the VTC is unclear as to whether 91精品 can or must consider Contact's second ground of appeal. Submissions on this matter were divided and, as a result, 91精品 invited the VTC participants to resolve the issues regarding the VTC drafting as it affects ground two. In the event that the parties reach a view that the VTC provides for appeal ground 2 then the matter should be referred back to 91精品.
